One picture carries this whole word: a very young horse, still wet or still wobbly, standing close to its mother. The word fixes an age, not a kind of animal and not a sex. When foal turns into a verb, it does not move to a new idea at all; it simply names the moment that young horse arrives.

From the word’s history

From Old English fola, going back to an older root meaning the young of an animal. The word began as a word about age, not about horses, which fits the modern picture: what foal really says is newly born and still small.
