Here flowering is not about a garden. When we talk about the flowering of something, we mean it is growing into a very good, full time — a person's skill, a kind of music, a city. The picture still comes from plants: a bud opens, and then you see the flower. Writers and teachers like this word. It feels a little careful, a little proud. You would not use it for a sandwich that turned out well. People also say a flowering of art, or the flowering of her career.
