If a dress or a skirt is flounced, it is with flounces: wide strips of cloth gathered along one edge and sewn on so they hang in soft or ruffles. You see flounced hems on summer dresses and on some traditional skirts. Here the word is an adjective (or a past form) meaning “having those ruffles” — a flounced skirt. There is another verb flounce, “to walk off in an angry, way,” which can also make flounced (“she flounced out of the room”), but this sense is the clothes one: with gathered strips of cloth.
