A flattop is a very short haircut: the sides are cut close, and the hair on top is cut so it stands up and looks level, like a small table. It is strongly tied to the US army and to mid-twentieth-century American style. You still see it, but it can feel a little old-fashioned or “army” unless someone chooses it on purpose. People also write flat-top. Though actually, in US navy talk a flattop can also mean an aircraft carrier, because the top of the ship is a huge flat deck — that is a different use, and the haircut is the one most will meet, if they meet the word at all.
