If something is flagging, it is becoming tired or losing strength. A runner's legs can be flagging near the end of a race. Your interest in a long class can be flagging. News writers also say flagging sales or flagging support — the numbers, or the public's energy, are slipping. Though actually, it does not usually mean you have fully stopped; it means you are on the way down. People use it for bodies, for attention, and for things that are not bodies at all. It is a little more written than "getting tired", but you will hear it in ordinary talk too. The opposite idea is often : energy never seems to fade.
組成From the verb flag, "to grow weak or hang down". This probably comes from the picture of a flag hanging limp, with no wind — though scholars may argue about that, and the meaning you need is simply "losing strength".
