A flagellant is a person who hits themselves with a whip, especially as a religious punishment or to show they are sorry for their sins. You meet the word in history: in the Middle Ages some Christian groups did this in public as they walked and prayed. It is a serious, word, not everyday talk. Though actually, writers sometimes stretch it a little for anyone who seems to punish themselves on purpose — but the first, clear meaning is the whip and the religion. It has nothing to do with a national flag, even though the spelling looks a little like flag.
