When you fine-tune something, you do not start again. You make very small, careful changes so a machine, a system, or a plan works as well as it can. Musicians fine-tune an instrument when it is almost right and they need the last little bit. People also fine-tune a skill: the big learning is done, and now they polish the last details. Though actually, you will hear this a lot around computers now: someone fine-tunes a ready-made model on a smaller set of examples so it becomes good at one job. That is the same idea — it already works, and you only adjust it. The word feels calm and a little technical; fine for class or work, not fancy.
