If a right, idea, or tradition is enshrined in something — a constitution, a law, a charter, a holy text — it is held there so that people must remember it and treat it as protected. Journalists and lawyers love this verb; it is formal. The picture is a shrine: a holy place where something precious is kept. You enshrine a principle in law the way a shrine keeps a sacred object safe and respected. Though actually, in news English it is almost always this abstract use, not someone physically putting an object in a temple. You can also enshrine a memory in a museum, or a custom in family life, still with that 'keep it safe and honoured' feeling. It does not mean invent, and it does not mean merely mention. The thing is already valued; this is how it is locked in so it will not be casually dropped.
