In a court, a jury is a group of ordinary people who listen and then decide. To empanel them is the official act of choosing those people and seating them on the jury: calling names from a list, checking they can serve, and putting them in place. Lawyers and judges use this word; you will almost never hear it in a shop or a classroom. American English often spells the same verb impanel. Though actually, in everyday English a panel is often a group of experts on a stage. Empanel is not “invite speakers to a talk”. It is the court procedure of filling a jury.
組成em- (“put onto”) + panel (the group or list, here of jurors). The verb is from Middle English empanellen, from Anglo-Norman and Old French empaneller.
