EFL stands for English as a Foreign Language. It is the usual name for teaching English to people who do not speak it as their first language and who do not live in a country where English is the everyday language of the street. A learner in Taiwan, Italy, or Thailand is typically in an EFL setting: English is a school subject, not the language of the bus and the shop. Teachers contrast it with ESL (English as a Second Language), used when the learner lives among English day to day — for example a newcomer in the UK or the US. The two boxes are tidier in textbooks than in real cities; some writers now prefer ELT (English Language Teaching) or “English as an additional language.” In Taiwan, almost all school English is EFL in this strict sense of the letters.
