Effluent is the liquid that flows out of a place after people have used it — dirty water from homes, or chemical water from a factory. Sewage works, farms, and plants all have effluent: the stream that leaves, whether it has been cleaned a bit or not. News and government papers like the word because it sounds official. In ordinary talk, people more often say waste water, dirty water, or sewage. Though actually, it is not only “filthy stuff.” Water that has been treated and is then allowed to go into a river is still called effluent; the point is that it is flowing out, not that it is the worst it could be. There is also a quieter adjective use, mostly in science: an effluent stream is one that flows out of a lake. The heart of the word is “flow out.” You will meet the noun most, in stories about pollution, factories, and the law.
