When something will happen at a time “at the earliest”, it will not happen before that time. Friday at the earliest means: do not hope for Thursday; Friday is the soonest, and it may come later. People use this when they cannot promise a fast result — a shop, a doctor, a teacher giving work back. You will also hear “the earliest I can come is Monday”, which is the same idea: not before. This is not the “first one of all” meaning of earliest (the earliest train, the earliest memory). It is a limit: no sooner than. The matching phrase the other way is at the latest.
