Dumping, in this sense, is the act of getting rid of dangerous or dirty waste by leaving it where it does not belong — a river, a field, a quiet road, a — instead of taking it to a safe, legal place. The waste may be chemicals, oil, hospital rubbish, factory leftovers, or bags of stuff people cannot be bothered to handle properly. It is an environmental crime when it is against the rules, and news stories talk about illegal dumping. The harm is not only ugliness: poison can go into water, soil, and air, and other people or animals meet it later. Though actually English dumping is a busy word. The same -ing form is used for selling goods too cheap in another country, and for ending a relationship (she dumped him). Those are different files. This one is about waste, and it is the noun for the act, from the verb dump, ‘to throw down / get rid of’.
