A drumbeat is the sound made when someone hits a drum — one hit, or the steady line of hits that keep time. Musicians also use it for the pattern the drums play in a song. People stretch the word a lot: a drumbeat of news, a drumbeat of warnings, the drumbeat of war. In that use, nobody is playing a drum. It means a sound that keeps coming, again and again, until you cannot ignore it. The music meaning is the home meaning; the “keep hitting the same message” meaning is the one you will meet in newspapers.
