    Downstate means in or from the southern part of a US state — or, in the way people really talk, the part of the state that sits “down” from a big northern city. In New York, is the north, away from the city; downstate is New York City and nearby. In Illinois, Chicago is in the north, so downstate often means the rest of the state to the south. It can name the place (he is from downstate) or describe something (downstate voters). It is mainly American. It is not a feeling, and it is not a country.
