If a file, program, song, or picture is downloadable, you are allowed to copy it from a network — usually the internet — onto your own computer or phone. Teachers put downloadable on a class site; games sell downloadable extra levels; a company may offer a downloadable form. Downloadable does not mean free, though actually a lot of downloadable things are free. It also does not mean you have already copied it: it only says the copying is possible and permitted. You will see it on buttons and shop pages more than in spoken chat, where people just say “you can download it.”
