The car on the inside often cannot get out, and other cars cannot pass easily. People do it when they “will only be a minute” — dropping someone off, running into a shop — but in most cities it is against the rules, and it makes other drivers angry. You double-park a vehicle; the vehicle then sits there double-parked. Everyday driving talk, not a fancy word. It is about place, not about time: you are not parking for twice as long, and you are not parking two of your own cars. Though actually, a scooter or a van can be double-parked in the same way; we just hear it most with cars.
