A dispenser is a machine that gives you a set amount of something when you press a button, pull a lever, or put in money. It is everyday, slightly technical English: you see it on product labels and in offices, bathrooms, and stations. Though actually, an older human meaning still exists: a person who gives out medicines could be called a dispenser, and cash dispenser is a British name for a bank machine.
