A dispassionate person, view, or decision is not being steered by private feelings in that moment, so it can be more fair. It does not mean the person has no heart. Though actually, people sometimes use it as if the person were cold or empty of feeling; the tidier meaning is that emotion is not driving the judgement right now. It is a formal word. You will hear it about judges, reports, scientists, and anyone asked to look at both sides. The opposite of passionate here is not “bored”; it is “not taking sides with the heart.” A dispassionate account can still care about truth.
