To disburse is to pay out money, especially from a large sum that is sitting there for a purpose: a loan, a grant, disaster aid, a company or government fund. A bank disburses a mortgage. A charity disburses donations. You do not disburse the money for lunch — you just pay. This is bank, office, law, and government English. At the market, people say pay or give out. Though actually, once you are inside those offices, they use disburse even for quite ordinary payments, because that is the word on the form.
