The area a bishop looks after is called a diocese. Diocesan is the word that means “of that area” or “belonging to it.” A diocesan school is a school run by that church area. A diocesan bishop is the bishop of that place, not a bishop who belongs to a travelling religious order. As a noun, a diocesan can mean that bishop, or a priest who belongs to the diocese rather than to an order. It is a church-admin word: you meet it in news about the Catholic or church, not in everyday chat. Though actually, people sometimes say the diocesan as shorthand for the bishop, the way they might say the dean.
