If someone is dewy-eyed, their eyes are a little wet, as if tears are just sitting there — the way dew sits on grass. They have not started crying hard; the eyes only shine and look soft. People use it when someone is moved, gently sad, or full of feeling. From that picture, speakers also stretch the word: a dewy-eyed person can be one who looks at the world with soft, trusting eyes — a bit innocent, a bit too ready to believe the nice story. That second use can be kind ('she was dewy-eyed about the wedding') or a little teasing ('don't be so dewy-eyed'). You will hear the stretched meaning at least as often as the plain 'wet eyes' meaning. It belongs to stories, films, and talk about feelings, not to school-book lists.
