To devise something is to plan it, or to invent a new way of doing it. You devise a plan, a method, a system, a trick. It is a careful, rather formal verb: more “think it up and work it out” than “have a sudden idea.” Scientists devise experiments; a school might devise a new ; a clever person devises a way around a problem. Though actually there is also an old legal noun, a devise: property left to someone in a will. Students almost always meet the verb, not that noun. The verb is a cousin of divide — you split a problem apart in your mind until a new way appears.
