It has a few related uses. It can mean to make something lose quality or value over time - a photo copy degrades each time it's copied. It can mean to break down slowly into smaller pieces, especially in nature - plastic degrades very slowly in the ocean. And it can mean to treat a person in a way that makes them feel less respected or worth less.
