Decentralized describes a government, company, or system after power has been moved out of one central place — or one that was built that way from the start. A decentralized team has no single boss telling every office what to do; the parts still work together, they just do not all report to one room. You can also use it as the past of the verb: they decentralized the hospitals last year. In tech talk it has become a kind of badge, said about apps and money that no single company owns. That is still the same idea: no one centre holding all the keys. It does not mean messy or out of control, though people sometimes hear it that way.
