This is not a word with meanings of its own — it is the past form of deal. Whatever deal does, dealt does it in the past: the handling of a problem already happened, or the cards were already given out. Note also that its spelling breaks the usual pattern: not 'dealed', and it rhymes with 'felt', not with 'real'.
