If something is crusted, it has a thin, hard, dry layer on the surface. Think of mud that has dried on boots, salt that has dried on skin, or a pie that has baked until the top is firm. The layer is the crust; crusted just means having that layer. It can be a good thing — a crusted , a crusted roast — or a tired, dirty thing: eyes crusted with sleep, a pan crusted with old food. There is also a verb, to crust, meaning to form that layer, and crusted is the form we use after that has happened. In wine talk, a crusted port is an old sweet wine with a hard layer of sediment in the bottle — a special use you may never need, but it is the same picture: a dry layer that has set.
