You sit cross-legged on the floor, a mat, or a bed: knees out to the sides, legs folded in front, one foot on or over the other. Children often sit this way in a circle at school. You can say “sit cross-legged.” It names a position, not a kind of person. Though actually, it is not the same as sitting in a chair and throwing one leg over the other. That chair pose is a different thing (in Taiwan, 蹺二郎腿). Cross-legged is the floor pose, with both feet tucked in.
