A councilman is a man who is a member of the government of a city in the United States. He sits on the city council and helps decide local rules. You hear this on US news more than in British English, where people usually say councillor for any gender. It is a public job, often elected. It does not mean a man who gives . Though actually, the word is starting to feel a little old-fashioned. Many cities now say council member, so the job does not sound as if it were only for men. You will still meet councilman in headlines and older writing.
