To commend someone is to praise them, often in a fairly formal or official way — a teacher might commend a student in front of the class, or a company might commend an employee for good work. It can also mean to tell someone that a thing or person is good, as in 'I commend this book to you' (a more old-fashioned, formal way of saying 'I recommend it').

組成From Latin, built from com- (together, a strengthening piece) + a root meaning 'to entrust'. The idea was originally 'to hand something over with trust', which grew into 'to speak well of'.
