If you are clear-sighted, you understand a problem or a situation well. You see what is really going on, not only what people hope is going on. It is not about your eyes. It is about judgement: you notice the hard parts, the likely results, the thing other people are pretending not to see. More careful writing likes this word; in everyday talk people often just say she sees things clearly. It is a compliment, and it often describes someone who has to choose a path when things are messy. Though actually, being clear-sighted can sound a little cold, because it may mean telling a truth nobody wants.
組成clear (not cloudy) + sighted (able to see). The seeing here is in the mind, not in the eyes.
