Citywide means it takes in the whole city, every part of it, not just the centre or one district. A citywide vote is a vote for everyone in the city; a citywide ban on means the rule holds from one edge of the city to the other. You can use it before a noun (a citywide search) or after a verb (the news spread citywide). It is a newspaper and official sort of word; in speech people also say across the city or in the whole city. It does not mean “of cities in general,” and it does not mean “typical of city life.” It is always tied to one city, all of that city.
