Covering a whole US state — every part of it, not just one city or county. It works as an adjective before a noun (a statewide election, a statewide ban on plastic bags, statewide unemployment figures) and also as an adverb after a verb (the storm knocked out power statewide; the rule applies statewide). You will meet it mostly in American news writing, because the US state is a real unit of government with its own laws, its own governor and its own elections, so "how far does this reach?" is a genuine question and this word answers it. It sits in a family of -wide words that all work the same way: , nationwide, worldwide, companywide. Notice the scale: statewide is bigger than , smaller than nationwide. In Taiwan we have no state, so there is nothing here that maps onto it exactly — the closest feeling is 全縣 or 全市, the same idea one level down. The word is neutral and quite formal-sounding, and it usually carries a small note of "this is official, this comes from the government" — a statewide test, a statewide curfew. British and Australian writing mostly uses different words, though Australia has states too and does say statewide.
