It is not a huge tragic sadness; it is the smaller, flatter feeling of “there is no warmth here.” We use it of places, weather, and stretches of time more than of people. It is a somewhat word; in speech people more often say gloomy, miserable, or depressing. Though actually, cheer here is not the shout at a football match — it is the older meaning of cheer: comfort and gladness. Cheerless means that comfort is missing.
