A chandler, in the old sense, was someone who made or sold candles. Before electric light, that was an ordinary skilled job, like a baker. You will mostly meet this meaning in history books, old stories, and family names — Chandler as a surname began as “the candle-seller”. Though actually, the word did not die; it moved. A ship’s chandler sells supplies to ships (rope, paint, food, tools), and that is the job title you still see in ports. The jump makes sense if you remember that ships once needed a great many candles, and the shop that sold them grew into a shop that sold everything a ship needs. Unless someone is talking about the past, they probably mean the ship-supply sense, or they mean the surname.
