If something is chancy, you cannot really count on it. It might go well, or it might go badly — there is a real chance of trouble. People use it for plans, trips, jobs, and bets that feel a bit dangerous or unsure. It is everyday talk, a little old in some places, and you hear it more in British English; many speakers would just say risky instead. You would not put it in a serious report. It is not a happy word. Though actually, it can also mean only “not sure”, with less fear in it, as in “It’s chancy whether they’ll come.” Lucky is good fortune; chancy is the kind of chance that can hurt you.
