    In this meaning, a cert is a thing you treat as already decided: it is sure to happen, or sure to succeed. People say “it’s a cert” or “a dead cert” when they feel there is almost no chance of it going the other way — a horse, a team, a person getting the job. It is mainly British, and it is informal; you would not put it in a careful report. Though actually, speakers still use it when they are not truly 100% sure — it is a strong, claim, not a scientific one.
