Celibate describes a person who is not married and does not have sex, especially because of religious belief. You can use it as an adjective (“a celibate priest”) or as a noun (“he is a celibate”). Celibacy is the state; celibate is the person, or the kind of life. Though actually, some people now say celibate for anyone who is not having sex, even with no religion in it. The older, stronger meaning is the religious one. The word probably comes from the noun celibacy, on the same pattern as privacy / private, or from Latin caelebs (“”) + -ate. It has nothing to do with celebrate.
