Caps is the short written form of capital letters — the big forms A, B, C, not a, b, c. People say write it in caps or all caps when they want every letter big, as in a title, a shout in a message, or a form that tells you to fill in your name IN CAPS. It is informal office and computer talk. Though actually, caps is also the ordinary plural of cap (a hat, or a lid), so the letters meaning only shows up clearly in phrases like caps lock, small caps, and all caps.
