If someone is cagey, they will not tell you what they plan, what they think, or how they really feel about a thing. You ask a clear question, and they give you half an answer, a joke, or a look that says they are not opening that door. Newspapers like it for politicians and sports people who will not name their next move: he was cagey about the deal. It is informal. It started in American talk; British speakers use it now too. It is not a compliment, but it is not a hard insult either — you are saying this person is holding something back. It is not the same as shy. A shy person may want to talk and feel small. A cagey person may be perfectly friendly and still closed. Though actually, in American English it can also lean toward shrewd: a cagey player who does not show their hand. The picture is the same — they keep their cards close. People also spell it cagy; that is the same word.
組成First used as informal American English; origin unknown. A link with cage has been guessed — wary like a caged animal, or closed-lipped like a prisoner — as if the word were cage + -y. That is only a guess.
