If something is bullet-proof, it is made so that a bullet cannot go through it. Police and soldiers wear bullet-proof vests. Some cars and windows are bullet-proof too. The vest does not make the bullet disappear; it spreads the hit and stops the metal from reaching the body. How much it can stop depends on the vest — a light one may stop a small gun, not a big one. People also stretch the word: a bullet-proof plan or argument is one they think nobody can attack. That use is informal, and it is a bit of a boast. Nothing in real life is safe from every kind of hit.
