A built-up area is a place that has already been covered with houses, shops, roads and other buildings, so there is little open land left — not fields, not forest. You hear this a lot in British English, on the news and on road signs: “You are entering a built-up area” often means “slow down; people live here.” Americans say the same idea with words like urban or developed, though they use built-up too.
