Brutality is cruel and violent behaviour, or one event of that kind. It is a heavy, serious word. Police brutality is the pairing you will meet most: when officers hurt people more than they need to. You can also talk about the brutality of a war, or of a crime. Do not reach for this word when someone is only a bit rude; it is for real cruelty, often with the body involved. Newspapers like it because it is sharp and clear.
