    A brownout is a time when the electricity to an area is not cut off completely, but is turned down. Lights go dim (they can look a little brown or yellow), fans slow, and the fridge may struggle. A city may do this on purpose when there is not enough power for everyone, or it happens when the grid is weak. It was built to sit next to blackout: a blackout is no power; a brownout is weak power. Though actually, people sometimes say brownout when they only mean “the lights looked funny,” even if nobody officially reduced the supply — so check whether they mean a real drop in power or just a dim room.
