In this use, a borrower is a person or a company that has taken money — from a bank, a friend, or a government — and still owes some of it. The other side is the lender: the one who gave the money. Banks talk about borrowers when they mean people with loans, home loans, or credit. The word itself is simply “someone who borrows,” so in other situations it can mean a person who borrows a book or a tool; but in money talk it almost always means the person who has not finished paying. It is a calm, slightly official word, not a complaint and not a compliment.
