A bluejacker is a person who uses Bluetooth on a phone to send a short message to someone standing nearby — a stranger, usually — without saying who sent it. The joke is the surprise: a name or a line of text suddenly pops up on the other person’s phone. This was a small craze in the 2000s, when phones first got Bluetooth and people sat close together on trains and in cafés. It is a prank, not a serious attack, and it is rather old-fashioned now; most people do not do it, and newer phones make it harder. The word names the person. The act itself is bluejacking. It is informal, a bit techy, and you will mostly meet it in old news stories or jokes about early mobile phones, not in everyday talk.
