A blouson is a short, loose jacket that fits tightly around the waist (and often the cuffs), so the body of the jacket puffs a little, the way a puffs when it is tucked. Bomber jackets and some sports jackets have this shape. The word is fashion French and still sounds a bit specialist: clothing labels and shop staff use it more than everyday chat, where people might just say short jacket or bomber jacket.
