A bilateral talk, deal, or agreement is one that involves two groups, most often two countries. A bilateral meeting is two sides in the same room, not a big table of ten. News and government English use it all the time: bilateral trade, bilateral relations, a bilateral agreement. It is a formal word; friends do not have a bilateral chat about lunch. Though actually, doctors also use bilateral for something on both sides of the body, like both ears, but that is a different job for the same word. In the sense you are learning here, count the sides of the table: two parties, two flags.
