Children run barefoot on grass; many people walk barefoot at home; in some temples and houses you take your shoes off on purpose. You can put it before a noun (barefoot children) or after a verb (she walked barefoot). It is a plain, everyday word, not slang and not rude. Though actually, English almost always says barefoot, not barefooted — the longer form exists, but it sounds a little older. And this bare is 'uncovered', not the animal bear, even though the two words sound the same.
