Arm-twisting is when you push someone until they agree to do something they do not really want to do. The picture is of twisting a person's arm until it hurts; in real talk it is usually pressure, not a fight — a boss who will not stop asking, a friend who keeps calling in a favour, a politician who is leaned on to vote a certain way. It is informal. You can call the act arm-twisting, and you can say someone did some arm-twisting. It is persuasion with a squeeze in it, not a calm request. Though actually, people also say twist someone's arm for the same idea, and that older phrase is where this noun comes from.
